I would agree with this but really the bot is not very good to play arena on its own.
Consider this, out of all the meta decks that are capable to reach high ranks the bot plays 2,3 archetypes in a way about equal as a human player.
We are talking about carefully tinkered decks with powerful synergies and files for mulligan and combo plays specially made for that particular deck.
Now consider making a deck, and start randomly putting cards in it, like 3 random 1 mana cards, 7 random 2 mana cards and so on.
If you have the bot play that deck you would probably barely leave the 19 rank mark.
I've made this point many times before.
All bots are good at playing specific deck archetypes.
There is no bot that could play arena as good as a decent human player that would still be commercially viable, cause it would require IBM's Watson levels of hardware and software.
The "problem" with botting in arena is not bad drafting, it's the inherent problem that bots can't play as good as a human.
If at some point there is a viable choice to bot in arena, then I definitely agree the developers should make drafting in arena much smarter.
Until such time though this is basically a non existent problem.
