1 - No it doesn't, you might not like the performance of the default AI but that doesn't make HR depend on silverfish to function. Hardly anyone has even bothered to make custom deck rules so the default AI gets more criticism than it deserves.
2 - Botmaker disappeared months ago but his code is openly available on github (don't ask about license though, none seems to exist) and Joyadmin is working on updating it. It will probably be ready for testing soon but even when we do have it, it will take some time before the meta settles and people write good mulligans/combos.
@jesperls - Replacing the _carddb.txt does practically nothing. If you try to use silverfish then you should notice in the log window that HR calls silverfish for the mulligan but then uses the default AI ("botplayer is working") for everything else.
