I think the tutorial answers your initial question.
It tells you how to install the dll and how to compile it.

If you aren't familiar with Visiual Studio and/or C# you should probably google Visual Studio and How to programm in C# for some tutorials.
There are tons of books about this topic, too.
You can't expect anyone here to teach you how to programm.
