when i run as administrator, it doesnt show up, all i see is a small blank window and a security file opener. what am i doing wrong

It's possible that your system's .net framework runtime is messed up or broken.
Uninstall and re-install .net framework 3.5 sp1 + .net framework 4.0 may solve it.
