HOW TO CREATE MULLIGAN GUIDE ??

My bot keeps saying there is "no local mulligan guide" so it instead "uses server guide" and this seems terrible because it will mulligan good cards quite often. How do i create a local mulligan guide for something simple like shadow priest ??
